feat: contracts-bedrock `BuildInfo` (#2856)

Enable hardhat style `BuildInfo` generation that integrates
with the hardhat plugin. The debug files (`*.dbg.json`) are
generated by default and are able to be pulled into hardhat
tasks with `Artifacts.getBuildInfo`.
