contracts-bedrock: deploy SuperchainConfig goerli 

Initial deployment of `SuperchainConfig` to goerli.
Meant to be used as part of the "extended pause" contracts
release. Includes the deploy artifact for the deployment.
Only 1 deployment is needed per superchain target, meaning
that many L2 chains can use the same contract.
