Remove unused config for final-migration-rehearsal network

op-chain-ops: better comments

fault-detector: add readme for custom op-chains (+ bugfix)

Remove network config code, and deploy config files which
were used for the goerli migration rehearsal and are no longer need.

The corresponding deploy artifacts were deleted in a previous PR.

This reverts commit 6b9901b9.

It breaks tests

Add comments to ensure that a known bug is commented.

Adds a minimal check to make sure this bug is never encountered
in practice.
