After deleting the `integration-tests` package

The legacy integration tests are no longer required. Delete the
directory. This commit is helpful because it will reduce the amount
of tests that need to run in CI.

The legacy integration tests ran against the `ops` docker compose
setup, which brought up the legacy system.

op-batcher: Fix num_frames metrics

The metrics recorded the value of channelBuilder.NumFrames().
But this was only the number of pending frames in the frames
queue.

This PR adds a new method TotalFrames() and separate numFrames
tracking to distinguish between the number of pending frames
and total frames of a channel.
