contracts-bedrock: cleanup deploy script

to use the L2OO proxy address directly as opposed to using
the Optimism Portal and fetching the l2oo from storage.

Use a standard modifier to skip deploying contracts to non devnet
networks. Simplifies the code, removes branching, ensures that
the contracts are always deployed as expected.
