Use a minimal version of EIP 2929 for state accessing
opcodes. This does not pull in the access list logic
but instead charges based on cold access assumptions
at all times

This commit adds solhint-plugin-prettier which allows us to use both solhint and prettier
on our solidity files, by ensure that solhint will throw an error when code is not formatted
according to prettier rules. It also makes some slight modifications to yarn scripts which
allows better separation between linting ts and solidity during CI runs

Rationale: tests are passing on my machine for the parent to this commit,
but failing in github's CI

The function was mostly useful for tracking how much gas had been
saved during the dev process, but is no longer needed in the
test suite

This commit removes _hashTransactionChainElement which was no longer used, and _getQueueElement,
which is now replaced with a lookup in the mapping.
Other areas of the code are simplified, and a local variable is renamed to avoid shadowing
