Removes the storage spacers for the `GasPriceOracle`
since the migration will be wiping the storage layout.

The fee values were stored in the `GasPriceOracle` predeploy
before the bedrock upgrade. Afterwards they are in the `L1Block`
contract. This simplifies the `GasPriceOracle`.

Removes the spacer in the `SequencerFeeVault` that is
no longer needed since the storage is being wiped
as part of the migration to bedrock.

Disables parallel test execution so we can get to the bottom of the withdrawal test's fflakiness.

CodeCov needs some additional configuration to be useful with the monorepo. Setting checks to informational will prevent them from failing the build until we get CodeCov working properly.
