Set the system config start block to the height at which the system config was initialized. It was initialized in this transaction: https://goerli.etherscan.io/tx/0x2ffa580195e51916c00feea8a2d1977793ab1e2c3c44a7101e5c0298b8d829b4 which was at height 8901153. This value is used as input to the next time that the contract is initialized.
