After https://github.com/ethereum-optimism/optimism/pull/4805
was merged, the foundry dripcheck tests are merged. This means
that we can remove the hardhat based dripcheck tests in favor
of the foundry based ones.

This moves us closer to having a unifed testing environment
for smart contracts.
