CI had some temporary steps left over from the yarn
to pnpm migration. Now that both yarn and pnpm are
built into ci-builder, we do not need to install
them manually as part of CI. There are some "todo remove this"
comments left over but they may be erroneous because
they are in CI jobs that do not use `ci-builder`.
Will leave those to a future PR.
