## Overview

Updates the sepola devnet 0 deploy config's absolute prestate value to
match that of `op-program/v1.0.0`'s tag.

### Verification

1. `git checkout op-program/v1.0.0`
1. In the monorepo root, run `make reproducible-prestsate`
1. Compare the resulting prestate hash with the one in this PR.
